The Act also addresses the admission age for Grade R, allowing parents to enroll children at a younger age under certain conditions, with priority given to learners of compulsory school-going age when capacity is limited.

These clauses pertain to the approval processes for admission and language policies. After thorough deliberation, the President has now instructed Basic Education Minister Siviwe Gwarube to proceed with the full implementation of the Act. The decision has elicited mixed reactions. The Democratic Alliance (DA) expressed opposition to clauses 4 and 5, describing them as "unnecessary" and alleging they target Afrikaans language schools. Despite this, the DA has indicated satisfaction with the overall implementation of the Act.
Minister Gwarube has been tasked with ensuring that the education system is prepared for the Act's implementation, particularly concerning universal Grade R access. This includes developing regulations that set out norms and standards to guide the process. All officials involved are expected to act in accordance with the Constitution, relevant laws, and policies during the implementation phase.
