The council's decision to appoint a third deputy municipal manager for the City of Tshwane, costing R3 million annually, has been highlighted as a key factor prompting the ANC to seek the ousting of Mayor Cilliers Brink, especially given the city's financial struggles. Boshielo pointed out that the City is facing significant challenges due to Brink's lack of effective leadership and political direction.

He emphasized the ANC's strong opposition to the creation of another deputy city manager position, labeling it an "unnecessary expense" amid ongoing difficulties in meeting monthly financial obligations. He also criticized the delayed submission of five quarterly audit performance committee reports to the council, indicating a lack of commitment to governance and accountability from Brink. "The audit and performance committee's main role is to ensure the integrity of financial reporting and audits, maintain sound internal controls, and ensure that actions are taken regarding risk-related issues," he stated.

ActionSA leader Herman Mashaba noted that the City is unable to meet its short-term liabilities, including a R6.83 billion debt to Eskom. He mentioned that Eskom will be pursuing legal action next month to recover over R4 billion of this debt. Additionally, Mashaba highlighted a growing contingent liability of R1 billion owed to municipal workers due to unpaid wage increase agreements. In a recent media briefing, Brink stated that the City submitted a payment plan to Eskom in April. Although this plan has not been accepted, he claimed the City has adhered to it and even exceeded payment commitments. The plan includes covering the current Eskom bill during the winter months when costs are significantly higher.

Meanwhile, the DA announced that hundreds of its members and supporters will protest outside Tshwane House to back Brink and his administration, which they believe is effectively addressing issues of neglect, misgovernance, and corruption, despite facing threats from a party they feel has lost its direction
